In the midst of a recession and in the face of new challenges like climate change and the peak and decline of global oil production, the UK must manage a great transition to a new kind of economy. There is ample potential for the switch to a genuinely clean energy system, while the failure to do so will leave our energy security vulnerable and could add billions to the UK's trade deficit. The great transition to a new economy calls for root and branch reform of finance. Billions has been spent bailing out the banks, yet they are still failing to deliver finance where it is needed most. We have a once-in a lifetime opportunity to reform the provision of finance in the UK, making banks serve the needs of their customers, and the thousands of small businesses that pound for pound deliver more value to the UK economy while also unlocking the investment needed to kick-start new low-carbon economy for the UK.

Half the of the UK's 23 million existing homes are more than half a century old and share some of the lowest energy efficiency ratings across Europe. Perhaps it's not surprising then that 27% of total UK CO2 emissions come from our homes and that there are 5.1 million households suffering from fuel poverty.
How then does the UK best reduce carbon emissions from homes as well as meeting targets to eradicate fuel poverty by 2016? How can a Liberal Democrat focus on localism help deliver change at both a national and local level? Can the market alone deliver? And is a focus on individual homes enough?
